
Charlotte, NC – A Ukrainian refugee who fled her war-torn homeland amid Russia’s 2022 invasion was tragically killed in a stabbing attack on Charlotte’s light rail system, authorities confirmed. Iryna Zarutska, who left Ukraine as part of the over 6 million refugees displaced by the conflict, had been building a new life in the U.S. city while working in the food service industry and studying English.
The incident occurred earlier this year, marking a grim escalation in violent crimes reported on the city’s public transit. Charlotte’s light rail system recorded 22 violent crimes in 2024 alone, a notable increase from previous years.
Decarlos Brown Jr., the suspect in the case, has a lengthy criminal record dating back to 2011, including convictions for felony larceny, armed robbery, and communicating threats. Brown served five years in prison for armed robbery and was released in September 2020. Just months later, in February 2021, he was arrested for assaulting his sister.
Court records indicate Brown has been diagnosed with schizophrenia and exhibited signs of mental health issues during a January 2025 welfare check. Following his arrest in connection with Zarutska’s death, a judge ordered him to undergo a competency evaluation while he is held without bond.
Local officials have not released further details on the motive or circumstances surrounding the attack, but the case has highlighted ongoing concerns about safety on public transportation and support for refugees resettling in American cities. Investigations are ongoing.
