PDRM Advise Cancellation of Bertam Assembly Amid Ongoing Probe into Upside-Down Flag Incident

KUALA LUMPUR, August 14, 2025 – The Royal Malaysia Police (PDRM) has urged all involved parties to cancel a planned assembly in Bertam, Kepala Batas, scheduled for today, to prevent potential unhealthy confrontations and ensure public safety. This advisory comes as part of the force’s commitment to maintaining public order amid an investigation into the viral case of an upside-down Jalur Gemilang hoisting in Penang.

In a media statement issued at 7:50 AM today by Inspector-General of Police Dato’ Sri Hj. Mohd Khalid Bin Hj. Ismail, PDRM emphasized its serious view of any issues that could jeopardize the safety and well-being of citizens. “PDRM takes seriously every issue that has the potential to affect the safety and well-being of the people,” the statement read, specifically referencing the assembly set for August 14.

The police advised cancellation to safeguard local communities and avoid clashes between opposing groups. This appears to target the “Himpunan Solidariti Jalur Gemilang,” a solidarity rally reportedly organized by UMNO Youth in response to the flag incident, with plans to gather in Kepala Batas.

Regarding the flag controversy, PDRM confirmed it has launched an investigation into the upside-down hoisting of the national flag, which spread rapidly on social media. The incident involved a hardware store owner in Kepala Batas who was detained after videos showed the flag being raised inverted at his premises, sparking widespread outrage as an act perceived as disrespectful to the nation’s symbol.

A total of 38 police reports have been lodged nationwide, with 17 in Penang and 21 in other states. The probe includes actions against individuals who recorded and disseminated the footage, under Section 233 of the Communications and Multimedia Act 1998, which addresses misuse of network facilities.

Investigation papers were submitted to the Penang Prosecutor’s Office on August 11, 2025, and are currently under review. PDRM reiterated its dedication to conducting the inquiry transparently, with integrity, and in accordance with the law to preserve societal peace and harmony.

The public has been advised against speculation that could hinder the process, and instead encouraged to provide verified information to the police.

The flag incident has drawn sharp political reactions. UMNO Youth in Penang described it as no trivial matter and called for strict action, viewing it as an insult to national dignity. Meanwhile, DAP in Penang urged acknowledgment of mistakes rather than threats, condemning any bullying or disruptions and stating they would intervene if locals are harassed.

Higher UMNO leadership, including the party’s Supreme Council, has also demanded tough measures, emphasizing that the Jalur Gemilang represents national sovereignty and must not be mishandled. A separate but related controversy emerged when UMNO Youth in Terengganu was accused of misusing the flag in their own activities, further fueling debates.
