MyCC Fines Three Contractors RM2.98 Million for Bid Rigging in Putrajaya Tenders

KUALA LUMPUR, Malaysia, July 8, 2025 – The Malaysia Competition Commission (MyCC) has imposed a RM2.98 million penalty on three contractors—Abadi Malaysia Sdn. Bhd., Kota Lanskap Sdn. Bhd., and Usia Maintenance Sdn. Bhd.—for engaging in a bid rigging cartel involving six tenders worth RM44.45 million issued by Perbadanan Putrajaya between 2015 and 2021.

The tenders included maintenance works for amenity trees, landscapes, and drainage systems across various precincts in Putrajaya. MyCC’s investigation, triggered by a complaint, revealed that the companies colluded through WhatsApp, emails, and meetings, with Abadi Malaysia coordinating the scheme. Tender documents were prepared at a single location under Abadi’s direction, and confidential documents were found at Kota Lanskap’s premises during a raid, confirming centralized coordination.

Abadi Malaysia and Usia Maintenance won two tenders but were found liable for cartel behavior in all six. Kota Lanskap exhibited similar conduct across all submissions. Following a thorough probe, including raids, 24 witness statements, and analysis of evidence, MyCC issued a Proposed Decision on September 10, 2024, and finalized the Infringement Decision on July 7, 2025, after reviewing the companies’ representations.

The fines, calculated under the Competition Act 2010, which allows penalties up to 10% of worldwide turnover, are: Abadi Malaysia (RM1.59 million), Kota Lanskap (RM614,500), and Usia Maintenance (RM774,555).

“Bid rigging undermines trust, wastes public resources, and harms the public interest,” said MyCC CEO Datuk Haji Iskandar bin Ismail. “This decision reinforces our commitment to transparency and fairness in public procurement.”

Iskandar urged businesses to compete ethically and encouraged the public to report suspicious bidding activities. MyCC, established in 2011, has penalized over 200 companies with fines exceeding RM667 million. Its current priorities include targeting bid rigging, cartels in food and agriculture, and addressing digital economy challenges.
