PAPAR, SABAH, MALAYSIA November 28. 2025 – Gabungan Rakyat Sabah (GRS) has committed in its 2025 Sabah State Election Manifesto to amend the Sabah State Constitution to impose a maximum of two consecutive terms, or 10 years, on the office of the Chief Minister, said Minister of Domestic Trade and Cost of Living, Datuk Armizan Mohd Ali.
Armizan, who is also the Member of Parliament for Papar, stressed that this is not merely an election promise: the amendment has already been approved by the Sabah Cabinet and is ready to be tabled once the people grant GRS a fresh mandate.
“This amendment requires a two-thirds majority in the State Legislative Assembly. We hope the people will give us a stable mandate so this reform can be implemented immediately,” he stated today.
He explained that the move is part of GRS’s broader commitment to institutional and legal reforms aimed at preventing excessive concentration of power in any individual or institution that holds office for too long.
At the same time, Armizan sharply criticised Parti Warisan, pointing out that during its brief rule of Sabah from 2018–2020, instead of introducing term limits, Warisan amended the State Constitution to remove the term limit for the Sabah Yang di-Pertua Negeri (Governor).
“Warisan did not bring reform; they took Sabah backwards by abolishing the Governor’s term limit. This is clear proof they are not serious about good governance,” he said.
Armizan called on Sabah voters to “save Sabah from Warisan” and to vote for GRS in the 17th State Election under the slogan “Our Home, We Take Care Of.”
