MINNEAPOLIS December 29, 2025 –
Agents from the Department of Homeland Security (DHS), specifically Homeland Security Investigations (HSI), were spotted conducting on-site visits to commercial establishments in Minneapolis as part of an ongoing effort to investigate suspected fraud sites.
A video shared widely on social media by the America PAC account, founded by Elon Musk, captured two HSI agents approaching a small brick storefront tobacco and vape shop. The business, displaying prominent signs for products including ZYN nicotine pouches, Hulk disposables, hookah supplies, and other tobacco-related items, appeared open during the visit. The footage shows the agents, wearing jackets marked “POLICE HSI,” walking toward the entrance on a snowy sidewalk.
The post accompanying the video stated: “DHS is on the ground going door-to-door investigating suspected fraud sites in Minneapolis.”
While details of the specific investigations remain limited, the activity comes amid broader scrutiny of potential fraud in the region. Minnesota has faced allegations of significant misuse of public funds in recent years, including reports of widespread fraud involving feeding programs and other state initiatives. However, the visible inspections focused on retail locations selling tobacco and nicotine products.
HSI, the investigative arm of DHS, routinely probes a range of violations, including immigration-related fraud, financial schemes, and illicit trade in controlled goods. No official statements from DHS or local authorities have confirmed arrests, seizures, or the exact nature of the probes depicted in the video.
The video has garnered significant attention online, with thousands of views and discussions speculating on the targets and scope of the operations. Some commenters expressed support for accountability, while others questioned priorities in light of larger alleged fraud cases.
