KUALA LUMPUR, April 20, 2026 – Dewan Bandaraya Kuala Lumpur (DBKL) has issued an immediate stop-work order and imposed a compound on the contractor following a mud flood incident this evening at Jalan Abang Haji Openg, which involved the Bukit Kiara Federal Park Administrative Zone office project.
The project is under the National Landscape Department (JLN) of the Ministry of Housing and Local Government (KPKT) and is being implemented by the Public Works Department (JKR) under the Ministry of Works (KKR).
Federal Territories Minister and Segambut MP Hannah Yeoh visited the site together last night with Kuala Lumpur Mayor Datuk Seri TPr Fadlun Mak Ujud to assess the situation amid concerns over safety risks to nearby residents.
In a statement issued at 12:40am, Yeoh detailed the swift actions taken by DBKL in response to the emergency:
- A stop-work order was issued with immediate effect, along with a compound imposed on the contractor.
- Cleaning operations were carried out by the Fire and Rescue Department (Bomba), DBKL, and the contractor’s team.
- Hoarding structures at the affected site were removed.
- Repairs were made to the silt trap to control surface water runoff.
- DBKL established a control centre to coordinate on-site operations.
- Bomba personnel remain on standby to assist with emergency relief if necessary.
The Kuala Lumpur Mayor has directed all parties involved to attend an urgent meeting today to reassess mitigation plans and determine the necessary measures the contractor must take to prevent a recurrence.
Additionally, the Mayor has ordered a full review of all slope development works in the Bukit Kiara Federal Park area. New guidelines for phased and controlled earthworks will be introduced in the area.
“DBKL will continue to tighten regulation of earthworks in slope areas. Such works will no longer be allowed to proceed in a broad and uncontrolled manner, and must instead be carried out in carefully managed phases,” Yeoh said.
She also urged JLN and JKR to take immediate mitigation measures, stressing that public safety must remain the top priority.
“The safety of the public must remain paramount and all responsible parties must act with urgency and full commitment,” the minister added.
DBKL’s decisive response underscores ongoing efforts to strengthen oversight of development activities in environmentally sensitive slope areas around Bukit Kiara. Further updates are expected following today’s meeting.
