PUTRAJAYA, MALAYSIA February 27, 2026 – The Malaysia Competition Commission (MyCC) has signed a Letter of Understanding (LoU) with the Ministry of Youth and Sports (KBS) to strengthen understanding, compliance and enforcement of competition laws, particularly to combat cartel practices and bid rigging in public procurement processes.
The signing of this LoU represents the whole-of-government approach driven by the Ministry of Domestic Trade and Cost of Living (KPDN) through MyCC.
The LoU was signed by KBS Secretary-General Dato’ Ts. Dr. Nagulendran Kangayatkarsu and MyCC Chairman Tan Sri Dato’ Sri Idrus bin Harun.
According to the KPDN media statement, this strategic collaboration covers three main areas:
• Provision of preliminary assessment reports on elements of bid rigging in procurement;
• Periodic training services for procurement officers at KBS and its agencies; and
• Advisory services on any competition issues and risks in the procurement process.
To date, MyCC has signed five similar LoUs with other government ministries and agencies, namely the Ministry of Finance (MOF), Ministry of Health Malaysia (KKM), Ministry of Science, Technology and Innovation (MOSTI), Ministry of Investment, Trade and Industry (MITI) and the Federal Territories Department (JWP).
Proposal for 14 New Provisions in the Competition Act 2010
At the same time, MyCC is proposing the introduction of 14 new provisions into the Competition Act 2010 (Act 712) to strengthen a fair, transparent and competitive market ecosystem.
Key proposals include:
i. Protection for Informants – MyCC will be given direct powers to protect the identity of informants and guarantee the confidentiality of any information that could reveal their identity in proceedings before MyCC, the Competition Appeal Tribunal (TRP) or any civil and criminal proceedings under Act 712.
ii. Rewards for Informants – Aligned with the protection provided, the proposal empowers MyCC to offer rewards to any individual who provides information, assistance or queries that lead to the discovery of violations or convictions under Act 712.
This approach is expected to attract more proactive cooperation from the public and industry, especially in uncovering increasingly complex bid-rigging cartels and problematic monopolies.

Minister of Domestic Trade and Cost of Living Datuk Armizan Mohd Ali said that, in line with the KITA GEMPUR objective, KPDN will continue to intensify strategic collaborations with all stakeholders to combat cartel cases firmly, cohesively and continuously.
